Usually an icon file contains more than one image, to be able to re-scale it without trouble. The images in the icons, as far as I know, usually range from 16 to 256 pixels and from 4bpp to 24bpp + alpha.
And, if you want to create icons while you're offline, a good free program to create an icon file from a png (which supports also alpha channel) is
IcoFX. You may want to give it a try!!
Just launch IcoFX, load the png you want to use as an icon then click the Windows "orb-like" button on the toolbar. IcoFX would usually take care of the rest for you
