If you can give me a link to a web site that you can buy PC hard ware from where you are.
I can show you what parts you will need to build a PC that will play any game with no lag.
Also I need to know how much money you want to spend the more money the higher setting you can use for a clearer graphics.

I wouldn't go so far as to say AMD is the best, it's a preference of choice, I have a Ati graphics card and a good one at that but I wish I would have gone Nvidia for the sake that the drivers are more compatible with windows 7 and they are kept up to date much more swiftly than AMD.

I don't need that information. I need a link to a web site you can get parts from.

Your board has an LGA775 socket, so your best CPU upgrade would be a Q9xxx CPU such as Q9550. It won't support any AMD CPUs or any new CPUs such i3/i5/i7

    What's a Q9xxx CPU?
And if I wanted to change to i3/i5/i7, I need a new motherboard?

The Q9xxx CPUs are the Intel Core 2 Quad ones. They are the best upgrade for your mobo.
Yes you will need a new system to use i3/i5/i7
