Alright, so I want to point this out before I continue, as this is not directly a StarCraft II issue. This is also a League of Legends issue. Other games that I have (unreal series, all games) all play exactly like they should. No hitching at all.

Alright, so I did a reinstallation of Windows 7 just recently. On my previous install, I have never had hitches in League of Legends. I did in starcraft 2, but it wasn't as often as it is now (it only did it when sounds were being played 'for the first time' during a match, and then it would stop). I installed all of my drivers, did my necessary tweaks (services, etc). And still, it just randomly has hitches for no reason. And I mean, it does it every minute or so, and sometimes it eases away for a while, but it's still getting to the point where it's unbearable. It feels like the hard drive/another process is getting in the way.
These are the things I've tried to combat this issue:
-I put LoL (and others) onto my second drive, that's seldom accessed in general.
-Turned off the page file
-Game booster (this thing is a hassle, by the way)
And now I'm at a stand still. I have no other ideas to combat this problem, and it's getting really annoying, REALLY fast.
Suggestions please?
