At the moment you are going to get a lot of mixed answers to this question.
Due to the fact that Windows 7 is not RTM and still in RC mode, hardware makers are still testing their drivers for it. Some have seen an increase in FPS others have seen a drop.
I have had a better time running things in Windows 7 than Vista, that's my 2 cents.
Depends on ya build. and hardware and such, too many factors involved to give a straight answer.

I would say definitely faster and a more appealing Gaming experience. Direct3D and much more features + it's already this fast without the latest drivers from hardware makers.
As long as you meet the recommended system requirements on your Rig running 7, you will probably have a more ideal gaming experience. So far, for laptops, I don't recommend 7 for gaming though. I have 1 GB RAM and suffer lag in 7 but not on XP. That's due to the Graphics in 7 though.
Thank you all for your replies. I think I might as well buy Windows 7 when it comes out. I tried the RC and Beta and it was much faster than Vista! I'm not sure how it runs against XP but one main thing I like Windows 7/Vista is the WASAPI so I can record audio on my laptop easily. One problem with it is Pinnacle Dazzle support and I guess they themselves have to update their drivers.
It runs much faster than Vista for me and has many more features than Xp. Im running it on 3 machines, one over 4 years old. It runs my gaming computer like super unreal ( Phenom 2 955, dual nividia 9800 GT, 8 gigs DDr3 13600, DUAL 1tb HARD DRIVES. DX10 makes for beautiful grafics.
