make sure you have the latest video and sound drivers, yes i said sound drivers for some odd reason sound drivers makes Steam games odd, also since its an older game disable Areo and try it again.

First and formost - DO NOT run steam in compatability mode.....

    Note:

Please do not run Steam in compatibility mode.
    Steam Support

Also please make sure your DirectX Files are updated.....

5 - Update your Direct X files - Contrary to popular belief, just because Windows 7 is DX11 capable doesn’t mean it has the latest DX9 files!!! Most game issues can be fixed by simply updating the DX files.

Out of curiosity is this the Counter Strike Source Steam version?

If so, it should install everything and also keep the game up to date. IE you shouldn't have to install "DirectX from the library game itself" If the files are there, they are already installed.

Anyway have you checked for connection problems?

Again I reference my Tips on Troubleshooting Game Issues, step #11 under Connection Problems with game managers???…. (Steam - Troubleshooting Network Connectivity)

BTW I've never played it so I can't give any experience on performance or gameplay. Sorry.
