Windows 7 - Master of Orion II Difficulties

I've got the home premium 64bit, and I've recently tried installing master of orion II. The setup worked, but whenever I click to try and actually play the game I get a message that it's unable to open, because DPLAY.dll cannot be found and that I should try reinstalling the program.
I downloaded dplay.dll and put a copy in the sys32, sysWOW64, and the game folder; none of these proved successful. I went through and made a copy of dplayx.dll and pasted and renamed it in each of these folders. I tried running it in several compatability modes, none of them worked.

So my question is, what else can I possibly do to make this game work? It was always my favorite growing up and I'm quite adament about getting it running. I appreciate your help and support.
