I have installed what you said but It just came up with a few files with hundreds of files inside of them

Yeah, that extracted the archive containing the files. Now you need to install them by clicking on DXSETUP.exe and just follow the brief prompts. After that, you can delete all those files and try to run the game again.

Unfortunately, I have no ideas what else you could try. This is definitely not a usual error on this forum (first time I heard about it at all). I'll see if I can get someone else to help out.

From the looks of it you don't meet the system requirements to play the game.
Those are the minimum requirements by the way, not the recommended.

your laptop's graphics chip is the weakest link in the chain.
unfortunately the intel graphics chip in your machine is fine for watching movies etc, but not powerful enough to play modern 3D games.
there are only a few (and expensive) gaming laptops.
ERRRR, so if I bought a new chip, could I get it to work?
If so can you recomend a cheap one?
