Tom Clancy's SSN - 16 bit compatability issue

Haven't had too many problems with seven, but this recently came up. Years ago, I played SSN, a submarine game based off of a Tom Clancy novel. The game was released around 1996, meaning it has 16 bit software. Unfortunately, as many of you know, Win7 doesn't support 16 bit technology anymore. I've tried almost everything I can think of and searching Google for answers (without much avail). Compatibility mode by itself does not work. Running as administrator does not work. Troubleshooting compatibility didn't yield an error like it normally would, but the program didn't run all the way through that I could tell. Since I'm using Home Premium, I don't have Windows XP Virtual PC to test on and see if the game would work on that (and I've heard it does). I'm looking for suggestions on how I can get the game to work on Windows 7 maybe with the aid of a virtual player or compatibility program.

Maybe Dual-Booting with Windows XP. That is assuming the hardware's drivers will be available for XP.

Is it actually a windows game? Or is is a DOS game?

If DOS you can probably use DOSBox

Otherwise yeah, you'll need to find an old windows 95/98 or even XP disk and run a VM (Get the free VirtualBox)...

This is the wiki for the game. It is Windows, not DOS. If there's nothing I can do in terms of using plain old Windows 7, then I'll give up for now. I might still have a computer around the house with an old OS on it that I can use. Thanks for the advice and help anyways, guys. Really appreciate it.
