This is how I got my GTA IV working when I had the same issue:

1) Download in install the patch, will run a lot more smoother and it has the fixes of the launch issue.

2) Right click GTA IV desktop icon, click "Properties," then click the "Compatibility" tab, then check the box next to "Run this program in compatibility mode for" and make sure the drop-down menu has Windows XP SP3 selected.

3) Then to launch the game, right click the GTA IV desktop icon and click "Run as Administrator."

Then the game should launch, and happy gaming!

Fixed it.

And to add the the conversation, I loved the game apart from the fact that it was once again, another game in NYC (or based upon).

IGN gave it a 10 ("Masterpiece") and wrote an 8 page review on it, saying it is one of the best they've plaved since the last 10/10 rating in 1999, on Diablo II (I think?)

I liked it, the city felt as though it was lived in, unlike a game say NFS: UC, which felt like driving through a ghost town in an R/C car.

Big companies give out big money for big flashy reviews with big grades *cough*Dragon Age 2*cough*
Never cared for reviews until I either played it myself or saw the gameplay with my own eyes.

Some games will not launch on win 7 64 bit
Just finshed building this computer, have all the updates direct X drivers etc. I'm trying to launch Eve Online, the splash screen pops up for about 30 seconds. Then it just disappears, no error messages or anything. I've tried installing and reinstalling, and running it in every compatibility mode...

WoW won't launch...
Installed Wow from a backup external drive which has never been a problem but..this time its not on my C drive its on my F drive as its a 30gb bloody monster and I have The OS on the SSD and only the OS (SSD is 60gb) when I try to start WoW it won't launch...have enabled it to go thru the firewall...

I now have these quick launch buttons working but I was wondering how can I change the defaut programns they open. e.g. The email button opens Outlook but I want it to open Windows Live Mail. REP will be given.
