Steam Game Issue (can't enable Steam Guard)

I have run Steam after purchasing 2 games from DVD (and a pack from Steam/Valve store) successfully through several hard disk formats, but prior to my last one, a week ago, I had some issues.

I made sure, like an iTunes Authorized Computer, of sorts, (you only get 5!,) to de-authorize all computers on Steam.

However, this time I disabled Steam Guard Account Security (the one they say isn't recommended, by the green shield / VAC Status.) Now, when I log into Steam or it starts-up with Windows, no matter what...

if I click Security, check the box to enable it, it just says something to the effect of Steam could not process the reqest / please try again later.

I've tinkered w/ all settings and they haven't responded.

Any ideas? Thanks.

You should take this to Steam Support. They can see your logs and will help with the issues you are having. https://support.steampowered.com/
