I've had no bad results. In fact between the LAA patch and the 12.1 AMD Catalyst drivers for my video card the game seems to be running much better. All is good here.

could be your settings. make sure its fully updated and your cards drivers as well. isnt the 5450 a budget card? im thinking thats the issue.

The following are the official minimum requirements:

    Windows 7/Vista/XP PC (32 or 64 bit)
Processor: Dual Core 2.0GHz or equivalent processor
    2GB System RAM
    6GB free HDD Space
Direct X 9.0c compliant video card with 512 MB of RAM
    DirectX compatible sound card
    Internet access for Steam activation

    And the recommended requirements:

    Windows 7/Vista/XP PC (32 or 64 bit)
Processor: Quad-core Intel or AMD CPU
    4GB System RAM
    6GB free HDD space
DirectX 9.0c compatible NVIDIA or AMD ATI video card with 1GB of RAM (Nvidia GeForce GTX 260 or higher; ATI Radeon 4890 or higher).
    DirectX compatible sound card

the thing is the frames dont drop and its only when in first person, goes fine in third person and on ccc 12.1 looks kinda like mouse lag to me like when i turn or if i start walking it goes wierd but if i put in third person its gone completely gone and goes normal how it should thats what i dont understand

You have to look at what you have, especially the graphics card, and CPU. Since the game is CPU bound the stronger the CPU the better the game runs. Same goes for GPU. Look at my system specs and even I get stuttering.

You also need to look at the game settings you're using cause honestly that 5450 isn't the strongest card in the world, so trying to run the game at say ultra settings is a stretch.

And be aware that there isn't a person who's playing this game that doesn't get stuttering, it just depends on your system as to how bad it can get.

dude i already have all my custom settings its running at 30fps at my desired settings of course i wouldnt run it at ultra i know what my gpu can handle so i customized it my self ,it recommended medium but i did all the tweaking by myself instead and right now i cant afford another gpu, i hopefully upgrade to a 6870 in a couple months and the cpu is fine i got 4 cores running at 3.1ghz the thing is why does this only happen in first person but not in third person and what i mean by third person is when you can see the guy you made and first person when you see it from the characters view instead of in back of him which is third person,i can do a video if u want to see what i mean

anyways think i fixed it by adding iMinMemoryPageSize=100000
iMaxMemoryPageSize=5000000 to the skyrim.ini settings and manually changing some other performance tweaks runs solid at 30fps somtimes lil upper mainly 28-30

Dude my point is that your system is limiting the performance of the game. I promise I can understand about not having funds to upgrade your system, and I'm not in the habit of telling anyone to spend money. My only point is that with the system you have expect some performance issues, even if you're tweaked the game. I'm not trying to rag on your system I'm just trying to state why you're getting what you're getting.

As to why the performance changes from different perspectives I can't explain it, but that's not unusual, it happens to all of us, even me. What makes it less noticeable is the system you're running. I'm not telling you anything that's not documented.

Anyway I have nothing else to add so I'm out.

Skyrim is quite demanding on the CPU it seems. More so than the GPU.

You may find, that you could actually turn up some settings, IF you lower shadow quality down low.

Shadows seem to be one of the bigger performance hit, as they appear to be CPU based, or largely CPU based.

My Q9650 ran the game quite well, but I did get a good performance boost when I moved to the i7 with the same GPU

And the occasional stutter you get just means you are playing a "Genuine" Bethseda game :)
