When all else fails, delete all the folders on the hard drive relating to SIMs 3, including in appdata and saves (probably under folders called EA), there will be a folder in program files (x86)\EA.

To complete the job, back up the registry first then open regedit and search from the top level for EA, if you have any other EA games you may have to be careful what you remove, but anything reletive to the Sims can be deleted (or just export elswhere for now).

Ultimately go to the program removal tool in control panel and try the ununstaller from there, if and I hope it does, say the programs uninstaller cannot be found, do you want it removed from the list, yes, yes. yes, oooooh yes!

    Thats job done.
If you need further help doing any of the suggested, please post again I will point you in the right direction.

If there is a shortcut to the game right click on it and select open file location, it will take you to the main directory. If you allowed it to install to it's default location it wil be in C:\Program files(x86) or C:\Program files for 32 bit\EAGames or just EA.

Have you removed any registry entries ?

    Come on we'll do this.

From past experience it's probably better you don't touch the registry, if you're not sure what you delete or change, you can do irreparable damage.

I think I have reach the conclusion that you need to format and install your OS afresh.
When you think how long it takes to try to fix something like this, Windows install actually takes very little time. Even reinstalling the programs and gamed you want, you should be done in a couple or three hours.
That is my recommendation, I'm sorry the fixes didn't work for you, they have been verified by MS as do-able fixes for that error. Things don't always go to plan.

    Hence the saying
To err is human, to really screw things up requires a computer !
