Also for giggles. If I wanted to max my settings out without AA. Would it do fairly decent?

yeah I believe it could that all depends on the graphics card mainly but I think it should be able to high-very high depending at what resolutions your playing at. Just a tip don't max the draw distance,that kills fps for me on my rig keep it around 30 or could do more and keep moving the slider untill you feel it starts to hiccup. This guy seems to run the game pretty good even with mods on it. That i5 is really going to help on gta iv since gta iv depends more on the cpu then the graphic card,should get around a avg of 40fps.
