Good luck with it! I just have to wonder if you are running into some type of OS related problem however rather then this being a Steam or game related issue. Not having enough permissions was a quick glance while you may need to see something else fixed to see the game run properly again.

The first tools would be the sfc /scannow for System File Checker and scheduling a run of the Check Disk tool chkdsk /r may discover some other drive error problem. That might explain why the games are not able to write to any folder.

Also if you are Re Installing Steam it might view your Setup as a New Computer

You said you swapped in a SSD so it might change your make up and grant you full funtions again

He already switched over to the SSD seeing a clean install of everything and is still running into the same problem. That's what I get from him mentioning having the SSD now set up and running. A possible bad install of Windows on the newer drive? I tend to doubt it and doesn't explain things.

If you originally bought Bioshock and the others on disk and not simply a download I would think you have gotten a few bad game disks to start with. If these are all bought online at the Steam store and downloaded the redownload should have cleaned up any initial problems.

The last thought would simply be a problem in game coding where certain conditions have to be met in order for the game to run as it should. At least Bioshock may need a patch of some type if not another workaround to get to save again. The Steam engine on the other hand sees updates every so often ruling that part out since you have already seen that reinstalled fresh.

I think it's a steam itself because I am having problems with Dawn of war 2 when I download from steam, but when I install from the cd version I have no problems. Every game I own on cd version than it works fine. I tried a few things trying to get it to work I disabled the UAC settings also went in and manually reinstalled all the drivers for the games. Still didn't help I've done a fresh reinstall of steam itself deleted every save file I have. My company of heroes game crashes on the loading screen. I still can't figure out what's wrong, this is the strangest thing I've ever had happen to me.

I think the problems you keep running into are surrounding those titles alone regardless of seeing the installation by disk or by download. Or you have something else on your system clashing with them. That's another possibility to consider.

With the Steam titles I initially install by disk and later download following a clean install of Windows the games have always saved without issues of any type. That includes DIRT Showdown I got a free deal on from a cpu purchase through the vendor lately.

Some years back before AMD took over ATI the Catalyst had to be disabled before running some game titles due to that causing problems. Antivirus softwares are also known to be problematic at times. Yet not all games are effected by the same av program.

You can also try opening the Steam folder and deleting everything except the Steam.exe folder and the Steam apps folder. Start Steam and you will see it downloading updates and basically reinstalling itself. That fixes many problems. In fact, that is what Steam says to do when changing Steam from one hard drive to another. You will lose nothing and it will take about 5 or 10 minutes and you will be back in business.
