civ4 stability?

hello, i have a fairly up to date pc. i have windows 7 x64 and 16gb of ram. i am suffering the fabled memory allocation errors. i looked on civ fanatics.com and found this thread.

the first post mentions 2 stages. the first using cff (done) and the second is to use dos prompt.

my question: have i downgraded, capped or bottlenecked my rigs generic functions by doing this, bcdedit /set IncreaseUserVA 4092.
