how much free space do you have in your C drive, take a defragmentation, it may help!

i got 400gb Of free Space in C drive, and lower settings does not work, i can easily play on the max settings i get about 200 fps, in mw2 with full settings, but the weird part is when i play without sound it runs Great smooth, but when i turn the sound back on i get weird laggspikes/fps drops in driferent spots of maps.

Try updating the display driver with catalyst control center auto-detect from AMD. when the graphic driver is not installed, the computer uses your cpu in order to perform graphical process, this is why you have 30% cpu usage in normal condition.
also its highly possible that your problem with lag motion would be rectified by updating your graphic driver. | My System Specs | | OS Windows 7 Ultimate x64 CPU core i7. |

then i will repost.
I checked the score before and they were both 7,4,
