It could be. This is why I asked the questions I did, and why you must take the systematic approach to diagnosing "lag" since just about anything can cause it.
I know he said sound card, but as I said, lag can be caused by anything, including internet speed, which is why I asked about On-line gaming, which is where "lag" is usually associated.
As I said, there is no easy answer to fix "lag" since just about anything can cause it. As I said, it's going to take patience and experimentation to find s suitable solution. This is something you're going to have to do as no one on this end can do it for you.
Also be aware that your system specs could simply be inadequate for the game and/or game settings you're using.
Many people will tell you many things but only YOU know what you have on your computer and and how it's been configured to run. We can offer "suggestions" but it's up to you to diligently try them... thus the patience and experimentation.

try to play out of network, does the problem still exist?
I just tried, without network single player, and it just runs smooth, but as soon i go online, no matter what game im getting fps spikes/drops

first connect with LAN cable not with wireless
if problem still exist,
some routers has a high speed port 1Gb/s
try to check those
those ports are exactly designed for gaming and network sharing

But, i dont think its the network.. cause when im playing with (SOUND OFF) i dont have any lagg at all but when i turn (SOUND ON) it is getting realy laggy...
and i dont have a wireless connection.
EDIT: i also figured out its only (terminal map) on call of duty that laggs especially in the more bright spots but cod 4 is just hopeless, but i cant play cod 4 without sound then i get a error ;(
