Well I tried playing mass effect 2 and it does the same thing. I read somewhere because the polling rate is to high or something. On the box of the mouse it says it's set to 1000Hz but i'm unsure how to change it and I looked at a video on how to change it but it failed and i had to uninstall the
driver with my spare mouse and then reinstall the driver for my new mouse and it started working again.

Well I was able to fix my own issue but it was a pain.
Apparently I was only suppose to install HIDUSBF and not both HIDUSBF and HIDUSBFU. That was my issue and why my polling rate would not change. Anyways the stuttering went away setting it to 250Hz which is disappointing since this mouse is able to do 1000Hz easy but apparently my games don't like that. Well at least the dpi settings for the mouse work fine out of the box and am able to change dpi settings to slow it down or make it faster when ever I switch mode.
Anyways posting this here just in case anyone comes across this issue and hopefully they won't go through the trouble I did.
