When you pre-order a game, is it shipped in time so that it arrives by the release date? Or are they shipped on the release date? I thought about pre-ordering the new SimCity game, but wasn't sure about when I would get it.

It ships on the release date because that's when it's released. The benefit of pre-ordering is you don't have to worry about trying to order on the release date only to find that the store is sold out.
Usually release date but there are exceptions. You just need to check with whoeveryou are ordering from.
for example, if you Pre-Order from Amazon AND are a Prime Memember, you get guaranteed release date delivery for free.
Ive Pre-Ordered like this from them ande its always ben on my doorstep the day of release.
Gamestop will guarantee it on release date as well, but you must pay for overnight charges.
You could also order the Digital version through Origin and download immeately when available.Origin will be required anyway.
