PSU NEVER hits pc's performance. CPU's temeprature hits performance only on new processors with advanced thermal controls. Pentium 4 CPUs run well at 30C like at 70-80C.

It is the processor architecture, which is very old and slow. Don't take it as an offence, but it isn't really a good CPU for today use. I have a laptop with it and I know what type of CPU is it.

If you don't want to spend a lot of money upgrading your pc, buy an used Core 2 Duo... It will drammatically boost your pc's performance.
Don't spend money in RAM because you don't really need it.

All you need is a new CPU. If you can afford it, buy a new pc; if you can't, simply upgrade your CPU and maybe your GPU if you play a lot.
