Never seen that error before, it may be that you are not running the game with Admin Rights to begin with?

If it's a DOS based game, try running it in DosBox instead (DOSBox, an x86 emulator with DOS) as it provides an accurate emulation for most games, and Windows support has been terrible since many years ago really.

Some old E-Games I believe are not 7 compatible, I had numerous CD packs from E-Games not work. [these are Windows not DOS]

The 16-bit in the error is the tip off.

7 64-bit version won't run any of those old 16-bit Windows games, no chance no way no how <cry>.

I did get a precious (to my wife) old 16-bit Windows game working in Vista 32-bit (on a laptop), that was probably the last compatible OS for those old games.

If it's Windows based, DosBox will do no good, unless further tricks are made.
The problem with Windows based, 16 bits programs is that Windows has broken compatibility with them (on 64 bits it just directly refuses to run). Maybe you can try using a virtual machine with either XP or Win98 for them, both working much better.
I know that's possible to run Win 3x or Win98 directly under DosBox (since all non-NT Windows are in fact DOS programs), and there run the 16 bit program under the emulation. While slower, it's much more stable than the poor emulation Windows itself does. I've never knew exactly how to get that done, but it's possible and a factible workaround if you have patience to make it work.

If you still have an Xp disc around, dual boot or run it in virtualbox to play the older games. Just realized Alejandro85 said that.
