Help solving random lag spike issue in online games

Over the past few days I have had severe lag spikes while playing online games, that include, teleporting, running into walls, and the normal issues that come with lag. I have Comcast Internet, and overall I have fairly fast internet, more than fast enough to play online games at max settings with no lag. The problem with this lag is my Ping, and Fps in game will be completely fine, then about every 15-20 seconds the lag issues will occur for about 5 seconds, go away and then repeat, which makes me think that it is maybe a hardware, or software issue, and not my connection speed. I have read through various forums on the net and tried different solutions people have posted to no avail.

Some of the things i have tried are:
-Complete uninstall and reinstall of Wireless Card software and drivers.
-Allowing the games through my firewall, as well as turning off my firewall
-Reset modem, reconnected to modem, called Comcast support and had them send a refesh signal
-Re aquired my IP

If anyone has any suggestions I would appreciate the help, because i have no idea what to do now. I have read some people say that graphics settings, can cause lag issues, but this is not the case, I mostly play Killing Floor, and Borderlands 2 online on max settings, and before these issues started I had no lag what so ever, I even lowered the settings just for shits and giggles and the lag spikes still occurred.

I don't know if this has anything to do with it, but the motherboard and processor in this computer have been installed for about 2 weeks, and a fresh install of Windows 7 was installed. This issue didn't occur until yesterday afternoon, I have played online regularly since the rebuild and did not encounter this issue.
