I reported the bug to microsoft and linked them to this thread. Not hoping for much but it surely can't hurt.

I guess i lied in one of my posts.. I went back to XP and used onboard sound and my hd4650, and the graphics/lag are flawless.... I just can't use my sound blaster card and have the graphics going at the same time without experience considerable FPS drop and cpu usage.
yep well like I said before I went back to XP 32 bit and with the new mobo the lagging was just as bad as win 7 64 bit. I have now disable onboard sound and is using a usb headphones which cured the whole problem. Now thanks to whatever problem Asus's onboard sound has to their network driver I have no 5.1/7.1 surround. But I will wait and see if they finally update their sh$t.
I ran this reg hack last night to try and fix the stuttering I was having with multicore rendering in all my valve games...
FIXED!!! It worked flawlessly. Thanks for this fix man. I can now run multicore rendering on with no stuttering.
Also... Im running a E8400@ 3.4 with 4 gig ram.
This fix worked on for my dual core.
They are listed in the "my system specs" in the lower left hand of my post.

I had the stuttering issue in both 32 and 64bit.
But currently I am using 64bit.
Damn I wish this bug was fixed by MS. Dying to run win7 at this point to utilize dx10.
Going to give it another try and fiddle some with soundcards + network adapters in the near future
