Sim City 4 WAS working on W7, now it says incompatible

I had Sim City 4 installed on my Windows 7 laptop since the very beginning of Windows 7. but recently, it won't run at all. running it in any compatibility mode doesn't work. reinstall didn't work either. troubleshooter detects an incompatible application.
installing and running on Windows XP works just fine.

what changed and how can I get it running on Windows 7 again?

I noticed similar issues with other other programs that worked on Windows 7 before

It could very well be because of your DX version or the fact you now have different GPU+PhysX drivers. Same thing happened to me with MOH Airborne, I used to play it just fine on 7 and last December when I tried it crashed on startup, or would not run at all.

theres a compatability work around for windows 7 64bit users. so make sure the limited info you have put is correct
