Counter-Strike Series & Windows 7 = Lag?

Hello I have a problem with my steam games I have Windos XP Media Center 2005 and Windows Home Premium 32 bit dual booted. When I play Counter-Strike: Source or Counter-Strike 1.6 on Windows 7 Home Premium my ping (latency) jumps to about 20%+ more than it normally would be on Windows XP, but when I load up Windows XP I get normal ping and no lag. I installed Windows 7 Ultimate 32 bit about a month ago and found this problem so I immediately uninstalled Windows 7 and reinstalled XP. I also get more ping (latency) in my ventrilo voice server.

Is it just my computer trying to tell me it sucks and needs an upgrade lol? I just now bought a GeForce 8400 GS 512MB 64-bit GDDR2 PCI Express x16 HDCP Ready Video Card http://www.newegg.com/Product/Produc...82E16814130313 from newegg and bought 512MB more of ram (I would of bought 1GB but low on cash) At the moment I only have 1GB (960MB) lol.

Just wanted to know how I can fix this lag? Or if anyone else has had any problems as mine?

All help would be greatly appreciated.
Thanks in advance.

Well, personally I would stay on XP until you get at least 2 gigs of ram. Your video card isn't too hot either.

Try disabling aero: Disable Aero on Windows 7 or Vista :: the How-To Geek

And disable network throttling: The Bits 2.0 Disabling/Tweaking Vista’s Multimedia Class Scheduler Note that I believe the actual value you want to enter is: FFFFFFFF (thats 8 Fs). There will be a hex number that looks something like 0x00FFFFFF, make sure all the 0s to the right of the x are Fs. After this change, reboot.
