Hey guys, if you're still having trouble, try disabling your sound card in device manager and then run the game and see if it plays the same. This seems to have permanently fixed the problem for me. For those of you who haven't tried this yet, this is what I did:
Leave the multimedia class scheduler service running, but disable its network throttling "feature":
- Open regedit
- Go to: HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Multimedia\SystemProfile
- There will be an entry for network performance throttling, default value is 10; set it to FFFFFFFF hex (willl look like 0xFFFFFFFF to the right of the entry)
- Reboot
Hey I think I mat have the solution,
First right-click on "Counter-Strike" in Steam, Properties, Local Files then press "Defragment Cache Files", wait for it to finish, restart steam and open the game.
Type in console "fps_max 999" and press enter.
Type in console "developer 1" and press enter.
you should see a big increase in FPS... Hopefully.

Not sure if this will help, but it was the solution for me.
Lags in games on Windows 7 x64 pro.
I would not recommend turning on developer 1 in Counter Strike, it actually decreases performance in game rather than helping it. CS 1.6 is only able to run at a max of 100FPS, and running at anything higher is counter productive.
Disabling network throttling is not the same as disabling the sound card.

I have the same problem as the OP, when I disable my sound card, my FPS is normal (100 most of the time).
yet fps drops occur when i have sound.... its unplayable... and i can play better with no sound and thats just not fun
Hi guys, exactly the same problem here.
Everything worked just fine until this saturday when I reinstalled my Win 7 x64.
When I tried to play CS 1.6 I got a massive FPS drop (even to 5 FPS !!!!) when I met an opponent and shoot.
I tried also Left 4 Dead and it was unplayable in exteriors.
I was afraid my graphic card was damaged but when I installed Win XP today, everything works fine again and I got nice 100 FPS.
I think some windows update caused this.
My specs:
Core 2 Duo 2.2 GHz
Gigabyte P35-DS3R
Asus EN 8800GT
4 GB ADATA RAM
