CRITICAL - Game Used To Run Now Crashes

I've been having issues with my Payday 2. It's been like this for about a month now. Whenever I try to start it (I've tried starting it from the Library, from the .exe, as admin, everything.) the border around my Steam picture goes green and it says I'm playing Payday 2, but the game never even launches and it remains like that for a few seconds (5-8) before going blue again and saying I'm not playing it anymore. I've tried everything I could think of. Verifying file caches, reinstalling the game, reinstalling Steam, tried fixing compatibility problems and set it to other compatibility modes, uninstalled all my mods, disabled Steam overlay. My antivirus is ESET NOD32. I've disabled my User Account Control popups and I run DriverDetective in the background. My steam is in external drive. This happened around December 17th 2014.
My computer specs are the following:
I have 8 gigs of RAM
Windows 7
64 bits
Geforce GT 630
Processor is MD A8-3850 APU with Radeon HD Graphics, 2.90 GHz
I obviously switched to the Geforce card.
I also don't have any alternate configurations or optimizations in your NVIDIA Experience software.

This is a known issue to alot of people, what helped to fix this problem is to download d3d9.dll and put it in your payday 2 folder.

To expand upon Pixeldust's answer, d3d9.dll is a graphical enhancment mod called ENBSeries, developed by Boris Vorontsov.
Here is the link to ENBSeries v0.076 Generic, which includes d3d9.dll. I am not sure if you would need to include the enbseries.ini file that is bundled, but try without to begin with.

Also, make sure you have the latest versions of '.net framework' a lot games run off of this.

Tried it. I first used the d3d9.dll file by itself, then I included the enbseries.ini file and tried it again. Nothing worked. I also have the latest version of .net Framework.
Any more ideas?
