UT3 slow down

running windows 7 x64 ultimate and see this game should work.

My issue is that one day I went to play and the game doesn't respond, its like the game is in slow motion, this starts when I get to the first menu and happens in game also. No clue what changed. I have not updated anything with the system so I assume it happened within steam which I paid the 8 bucks for the download version. I thought about uninstalling and installing again but its a large download.

I don't know much about how the steam client works and not sure if install files are still sitting on my laptop or not or where to look for them.

UPDATE
I looked around the steam folders and it looks like it downloads the game not an installer. I used the run UT2004 off a USB drive so I see why they did this but now I don't know what to do to fix my problem. I have not changed video drivers either. Basicly nothing changed unless it was related to steam itself, I play AA 2.8.5 when I couldn't play UT3 and the video/system lag remained until I restarted and AA was fine after the restart.
