Windows 7: Dawn of War 2 Issue

so i used to run Windows vista 64 on this same setup and DOW 2 worked fine now for some reason my ping is fine but i have odd lag spikes when playing, happens online and offline. i updated to latest Drivers for sound video and DirectX.

anyone have any ideas? please help!
