FPS Drops on windows 7 laptop

Soo , i had this fps drop issue before 1 year and i fixed it by turning off intel speedstep technology
anyways , the fps issue started again before 5 months and i have not fixed it yet
Soo , my fps goes from 60-70 to 10-20 for no reason , sometimes it goes back to 60 , sometimes it says low
I have tried a lot of things , checking disc for bad sectors , cleaning the laptop , reinstalling windows , windows updates , drivers , Ccleaner, unparking the cpu , microsoft visual c++ stuff that are kind-of required for my game , installed dell drivers and alot of things
Before i turned off the intel speedstep technology , my cpu would go 100 even if i closed everything and the programs that used the cpu would be random , example from chrome to explorer and from explorer to svchost/NT , and it would appear even while browsing , playing online games , single player games , anything anyways that was fixed by turning off what i said
This time the fps drop occurs only in games , since my specs arent good i play only San andreas multi player & League of legends , my will randomly drop
I dont think its a heat issue , even though i dont have a cooler , i unparked the cpus & turned off turboboost ( i guess )
One of the reasons why i think the fps issue is occuring is because of my laptop battery , it wont charge , it says 0 % plugged in not charging , i tried fixing it but its the battery , not any driver , i tried a different charger and still it says 0% , anyways its just an idea , not 100% sure
My specs may be found at my profile system specs section , i filled most of important stuff , if anything else is missing tell me
Soo , please help me >_< Its frustating to have a 15 fps while your friends play at 90

I could be totally wrong here but you are wanting to play a Grand Theft Auto game, a game known to wreck havoc even on high end PCs.

I know frustrating, when it comes to gaming, I invented frustrating All my rigs have been mid to low end but I have always played at around 30 fps.

Now, being said that, there are some games that are so badly coded that there is just no way to enjoy them thoroughly. It seems you are a savvy guy a know your way around computers but the easiest thing to try is this... Can You RUN It | Can I run that game | Game system requirements

Again, I could be totally wrong and I am sure others will chime in to help even further.

I get your point , even though samp is a late 2005 game , my fps wouldnt drop at it for like 6 months
and i used CYRI alot , with alot i mean downloading games and testing them with it soo i could play them on holidays xD anyways , about League of legends ,it says that only my dedicated ram is not enough , i cannot raise it since my bios has no section about changing it

I play SA-MP almost daily and have used this method, this was made by my friend

    Using Stream.ini Extender:

Stream Ini Extender, by Deji (more FPS ingame)

Or if you have set your battery power in energy saving mode then I think that's causing the problem. Even though GTA SA is a 2005 game it still doesnt run well even on a 2008 Computer (Considering, A 7300GT should be running that game at around 50-60 FPS but runs at 15-55 FPS at times. Horrible right?)

And avoid using modifications with higher polygon because that really kills game performance.

Thanks for your reply , i'll try it
also , my power plan is high performance with system cooling privacy active etc. which aint the cause about the fps drop
Anyways , this happened in League of legends too , any solution ?

Sorry, I didn't read whole thread. Did you try removing the battery and just run with AC adapter? (not all laptops can work like this)
