I'm having a problem doing this workaround. I run the command as administrator, but it still tells me that it has failed. I enclose a screenshot for my problem.
The error message I get is the following:
Openservice failed 5:
Access is denied

You should run the cmd as admin, not enter "cmd run as administrator"
In Start Menu search box - write cmd - it will find and display it at the top - right click it and select "Run as administrator"
Or Start Menu - All Programs - Accessories - cmd (right click - run as admin)

Then enter the commands to start the service
