I won't tell you to upgrade but will tell you that a Pentium does not run Windows 7 very good. Trying to run a game that needs a faster CPU will cause exactly the problem you are having. Sorry.

1.Try updating/downgrading you graphics card drivers.
New 34x.xx drivers caused stutters for me.
2.Check temperatures. It might be a overheating issue. Also clean your PC from dust.
    3.Update/downgrade sound drivers.

I have the same processor running Windows 7 and it runs just fine. Have you tried considering changing your motherboard? Your power supply?

I`d think it was a combination of low ram, the cpu and the gpu.

Put the 8400GS back in if it worked.
