Cap Frames Per Second when playing games

Hello sometimes when i play a game like Guild Wars my frames per second can rise up to 200-250

This is way to much and i dont like the video card to work this hard if he doesn't have to.

Is there a program that CAPS my fps to like 30-40 so my video card doesn't make this much of a noice ? (the fan)

A quick google search found this command.
-fps
Frames Per Second Limit - Can limit or cap the max frames per second
Usage: "C:\Program Files\Guild Wars\Gw.exe" -fps x

Just add -fps x (where x equals the number of fps you want) to your shortcut for the game.

Also you can enable v-sync. That will cap the frame rate at your monitor's refresh rate.

I don't want to tone down the graphics, because Runes of Magic is ugly on lowest graphics, but that's the only way I can run the game without lag. I want to be able to atleast play on medium. I've used Gamebooster, and tried choosing the "adjust for best performance" option in "Adjust the...
