Reading through this thread it seems some have already tried to help with your issue. So I say this - if you see the program in "Programs and Features" uninstall it. If you do not see it, it is not installed!!!
Either way - go here Tinker and "Download" Games For Windows Live" (GFWL) Then install Tinker. Note that you will need GFWL up and running, plus a GFWL account to be able to install and play the game. - follow the instructions.
If the program (Tinker) is properly installed, the only files in the folder should be these...
And the folder will be located in either...
C:\Program Files (x86)\Microsoft Games\Tinker -(64-bit)
or...
C:\Program Files\Microsoft Games\Tinker - (32-bit)
This is the "Official" microsoft way to get Tinker. If you're still having problems, than I have no other solution at this time.

I've had a look, and I can't find any separate media files for Tinker anywhere. I can only assume that they are embedded in either the .dat or .exe files (or both).

Unfortunately this game will not run if relying on previous comments !
DEFINITIVE ANSWER
I have the standard 32 bit Tinker game, v 1.3, with 160 levels.... working 100% in latest Windows 10 64 bit build 19042.844, and therefore should run In Windows 7/8 without problems.
Contact me if virus checked files needed ( not a scam ) or direction to downloads
There are 2 extra .dll's and Directx 2010 .exe required in addition to game download.
