Steam Dual Operation System Problem

I installed Windows 7 x86 onto another partition on my PC and tried to get Steam to work since it in on another partition installed under XP. But it didn't work and now I can't install steam onto my Windows 7 partition without it wanting it uninstall it from my other XP partition where it was installed under XP.

I've tried registry programs to alter it but it still doesn't work. Is there any way of fixing this?
