Well there are a few things we need to know. One your system specs. Two are you running the server threw a command line or some type of GUI? Three do you have all the ports forwarded from your router to the machine? Four what antivirus/firewall are you using??

Maybe can be problem, that my windows are 64bits, and cs servers only run great on 32bits OS..

Ok when you run the command line make sure you are running it with Admin rights, and test to see how that turns out. I dont think 64bit is the issue. Also I see uTorrent in the corner make sure that is shutdown when running Ive had some issues in the past with utorrent and running a game server.

you have to add in your script the location of the hlds.exe

so it should be like this or close to it just change to match where your file is.
start "HLDS" /MIN/REALTIME c:\server\hlds.exe (then you config info)

Im trying to do this all from memory so please forgive me if I enter an error.

This could be due to something else running in the back ground best thing to do is open taskmannager and see what is running. unload everything from the system tray next to the clock. Also try to disable Avast and see how that works.

I avast too turn of, and try to run server, buts its still pings jumping..hmmm.. Maybe my pc too low for this things? :/

The machine has plenty of power to run a server, there are just so many other items that could be affecting it. I have to admit its not easy to run a server. Other factors you have to see are your upload speed on your line, what other computers are downloading/uploading on the same network.
Also how are you testing the pings?? Is someone testing from another location other than on your network? I ask this because some people try to run a server and the run the game on the same PC which is highly not recomened.

Server run only on one PC, and one Internet line. With Internet is everything ok, he working 100%
4.6MB UP/4.6MB DOWN, i think that speed its ok for cs server.
Pings testing, just login in server and look at players pings, and for all players jumping pings same time always..Always shut down and turn on server, when sth change or fix to do normal server fps..but nothing good like always..uff..

When install W7U 64bit, I install on old my Windows XP OS, and when i finish install Ultimate, I open C: disk there been 'Windows" folder and "Windows.old" folder, i that Windows.old deleted. Same here is "Program files" and "Program files (x86)" folders. Its ok? Maybe that do for server sth bad..

And i forgot to say, that I login in server from same PC where server is running

With a 4.6 up/down pipe you might have to limit the number of users that can log into the server.
You might want to google, cs 1.6 nolag I know there is info out there for it, I cant access alot of site while at work again. :(

The base OS shouldn't matter.
I would start by setting up the server to have 4 on 4 teams and see how that hold up.
Also turn off all other items from the system tray. I see in one pic you have skype running witch uses a good chunk of bandwith disable that and run the server.

Darkxeno, i'm not stupid, that u said turn if skype torrent or sth... I with servers cs works 1,5 yewars.. On XP OS server run great with skype online and all other staff online (torrent no)
I see that W7 use too much memory (private working set)
like hlds (cs server) on w7 use 86,32113K with 2 players..Then on XP use 100,132132K or sth with 19 peoples..
I can only one say, W7 its not UNIVERSAL OS..

hey bordaciokas, try playing 1.6 on 4:3 resolutions rather than 16:9 widescreen resolutions, i had the same problem for the past week and by changing my res to 4:3 (1024x768) it plays perfectly
