Yeah, i agree. Probably if the specs are just a little under, you can run it. But still dont think that you (the OP) will be able to play it anything close to smoothly. | My System Specs | | System Manufacturer/Model Number Acer Veriton m261 (modded) OS Win 7 pro 64-bit, Ubuntu 9.10 64-bit CPU Intel Core 2 Duo 2.60 Ghz Motherboard Whatever came with the system Memory 4 gb ddr2 667 Mhz Graphics Card NVidia Geforce 9400 GS 1 gb ddr2 550 mhz GPU Sound Card Intergrated Monitor(s) Displays samsung SyncMaster 2494 24" Screen Resolution 1080p Keyboard Apple Aluminium (Awesome) Mouse Some awesome Dell mouse, really good. This is the recommended tab:
Video Card
Recommended: 512MB NVIDIA 8600+ / 512MB ATI 3870+
You Have: ATI Radeon HD 3200 Graphics (0x9612)
Upgrade Suggested: Unfortunately, your Video Card does not meet this requirement. Click here to see some recommendations.
Features: Recommended attributes of your Video Card
Required You Have
Video RAM 512 MB 1.4 GB
3D Yes Yes
Hardware T&L Yes Yes
Pixel Shader version 3.0 4.0
Vertex Shader version 3.0 4.0
You have the hd3200. I had that in a computer I just purchased. It had troubles playing fallout and resident evil 5. Although GTA isnt as graphically demanding, the magnitude of the game would make it pretty painful to play id imagine.
The 3200 is integrated is it not? | My System Specs | | OS windows 7 premium 64-bit CPU i7-2600k Motherboard asus p8z68-v pro Memory 2x4 ddr3 patriot ram Graphics Card xfx radeon 6790 1gb Monitor(s) Displays samsung 22" LED Keyboard logitech g110 Mouse WoW mouse Case standard |

Laptops were never built for gaming.
Try get a cheap but decent desktop, then buying a gaming card. We will help you out from there.
Alternatively, buy a gaming PC | My System Specs | | System Manufacturer/Model Number New Laptop! - Samsung RV515 OS Windows Seven Home Premium SP1 CPU AMD E-450 Dual Core - 1.66GHz FSB 800MHz Memory 4 GB DDR3 Graphics Card ATI Radeon HD 6470M 1GB GDDR3 Sound Card Integrated Monitor(s) Displays 15.6" ClearCrystal Display Screen Resolution 1366x768 Keyboard PS2 Mouse TouchPad Case Notebook Cooling Stock Hard Drives 1 Integrated 500GB hard drive

Alternatively, buy a gaming PC Building is always cheaper, and you can over-rule useless parts like quad-cores and huge hard-drives. And buy a gaming card if you can afford it, if not too bad. GTA IV still wont play smoothly.
And all ati/nvidia cards are non/intergrated i think? | My System Specs | | System Manufacturer/Model Number Acer Veriton m261 (modded) OS Win 7 pro 64-bit, Ubuntu 9.10 64-bit CPU Intel Core 2 Duo 2.60 Ghz Motherboard Whatever came with the system Memory 4 gb ddr2 667 Mhz Graphics Card NVidia Geforce 9400 GS 1 gb ddr2 550 mhz GPU Sound Card Intergrated Monitor(s) Displays samsung SyncMaster 2494 24" Screen Resolution 1080p Keyboard Apple Aluminium (Awesome) Mouse Some awesome Dell mouse, really good. actually some of the budget desktops are getting cheaper to buy than to build , obviously this isn't always the case and if you have some of the parts laying around you could build much cheaper but this isn't the case for some people. a lot of people are also still uncomfortable building their own pc's. if your on a tight budget i recommend looking at your options, and deciding for yourself which way is more beneficial. | My System Specs | | System Manufacturer/Model Number Custom OS Windows 7 Ultimate Signature Edition CPU Intel Core i7 Extreme 3.33GHz Motherboard EVGA X-58 SLI Classified Memory 12GB DDR3 Graphics Card 2x EVGA 285 2GB in SLI Sound Card Creative Labs X-Fi ExtremeGamer Monitor(s) Displays 30" Viewsonic PSU Thermaltake 1000w supporting quad SLI Case Thermaltake Armor Full Tower Cooling Thermaltake V1 CPU+DIY Liquid cooling Hard Drives 2x1TB Western Digital 7200RPM in RAID 0/1TB WD My Book External HDD |

agreed they most likely can't get GTA 4 to run, it's a very poorly done console port. they just may want to keep what i said in mind for other titles they have questions about in the future. | My System Specs | | System Manufacturer/Model Number Custom OS Windows 7 Ultimate Signature Edition CPU Intel Core i7 Extreme 3.33GHz Motherboard EVGA X-58 SLI Classified Memory 12GB DDR3 Graphics Card 2x EVGA 285 2GB in SLI Sound Card Creative Labs X-Fi ExtremeGamer Monitor(s) Displays 30" Viewsonic PSU Thermaltake 1000w supporting quad SLI Case Thermaltake Armor Full Tower Cooling Thermaltake V1 CPU+DIY Liquid cooling Hard Drives 2x1TB Western Digital 7200RPM in RAID 0/1TB WD My Book External HDD |
