Windows 7: DirectX9.0c?

DirectX9.0c?

I installed Windows 7 and now I can't play Rappelz due to it saying "DirectX9.0 Installed, 9.0c or higher is needed". It used to work perfectly fine on Vista. I tried downloading 9.0c from the Microsoft website already 3 times. Does Windows 7 just not have any way to make 9.0c save? Its driving me crazy that its supposed to be better but at least Vista let me Game...

Windows 7 does allow for, and has, DX(9) updates available.... Feb 2010 updates

Web Installer - Download details: DirectX End-User Runtime - Scans computer and installs necessary updated files.

Direct download - Download details: DirectX Redist (February 2010) - Direct download of 110+MB file. You will need to extract and execute (click .exe file).

Note - These updates do update the DX9 files, as well as 10 & 11
