FPS Drop & Breaks - Counter-Strike 1.6

I have a problem. When Windows 7 came out I downloaded and installed on my computer. The problem is that when going to play counter strike 1.6 fps sometimes the fall and had breakes. I tried everything, forums, etc. I asked for help in other forums, I changed my configs etc.. And in the end I could not. I went back to Windows XP.

A few days bought a new computer (Portable too) with windows vista. I played Counter-Strike and had no problem. Yesterday I did the upgrade from Windows 7 and when I installed that I have the same problem..

I Install the last drive in nvidia website, the chipset drive from acer website.

My Specs:
15,6'' WXGA HD
Intel Core Duo T4300 - 2,2 GHz
nVidia G105M 512MB
8GB (4 GB DDR2 800 + 4 GBb MMC ReadyBoost)
500 GB
Windows 7 Profissional 32x

My normal FPS are 99/100 but with some changes i can get 120/130 but the problem continues.
Normal fall down is for example Granade (HE) and Full (spawn), or in big space 2 enemys etc.
I have sometimes big choke or lag too.
