I'm not an expert with computers but are you talking about the search in the start bar for msconfig.exe where I then perform a clean start?
No. Examples of these would be Daemon Tools, or ATi Tray Tools. If you haven't downloaded anything that modifies the speed of your video card, or anything that creates a virtual drive, you have a different problem.
FRCnerd, Fallout 3 is a great game. Though, your computer is no where near what the minimum requirements are for it. If you wish to play Fallout 3 I suggest either buying a new PC with a lot better hardware or getting an Xbox 360.
Minimum Requirements for Fallout 3:
Windows XP/Vista
1GB System RAM (XP)/ 2GB System RAM (Vista)
2.4 Ghz Intel Pentium 4 or equivalent processor
Direct X 9.0c compliant video card with 256MB RAM (NVIDIA 6800 or better/ATI X850 or better)

You have a 1.3GHz CPU and the Intel graphics you have (I had that on my prior PC) will barely be able to keep up with the game.
I get the exact same problem, yet at one point after i reinstalled it for the second time it worked and i played for up to 3 hours on it, then it froze and i havnt been able to play it since, just keeps doing the same thing over and over and ive tryed everything i can think of and ive been scouting these forums for an answer but nothing and im sure you will find that my system is more than capable of dealing with Fallout 3's system requirements.

I have installed "Fallout 3 Game of the Year Edtion" on "Windows 7 Ultimate 64-Bit Alienware". When I launch game, i get a message: "The ordinal 5360 could not be located in the dynamic link library xlive.dll" . I just copied the message and pasted it on "Almighty Google" and found a easiest solution to the problem just download "Games for Windows - Live setup" and install it. Here the official link Get the Games for Windows - LIVE Client .For me fallout 3 works just fine, now in near future i will mod it to make the game more enjoyable. And I also going to search for a decent walkthrough to complete the game in 100%.

I have installed "Fallout 3 Game of the Year Edition" on " Windows 7 Ultimate 64-Bit Alienware". When I try to lunch it i get a message : "The ordinal 5360 could not be located in the dynamic link library xlive.dll". So I just simply copied the message and pasted it on "Almighty Google" and found a easy solution to the problem: 1) Download "Games for Windows - Live setup" 2) Install it. And that is it. Now the game launches normally. I'm also going to mod the "Fallout 3" to make it more enjoyable: more blood, some retexturement, +18 mods and etc. I also going to search for a decent walkthrough to get the game 100% completed, I hate it when I missed something important. Also have a nice, fair, hard gaming. :)

I have already got windows live downloaded and it has even updated the game but i still get the same problem.
