To be honest, you'd have to be running on low settings to achieve any chance of coming close to it being 'playable'.

Between a weak CPU and onboard grahics - the experience would not be that great.

GTA 4 requires at least 1GB of video memory to work properly
ATI Radeon 4200 only has 128-512MB of video memory.
It also requires a faster CPU

NOT TRUE!!!! My friend has a Dual Core Intel @ 1.70GHz and an ATI x2400 Series GPU with 256MB + 1GB of DDR2 RAM and is able to run the game on minimal settings at about 20 FPS. So knowing you've got better GPU and DDR3 RAM I say you DO have a chance of running the game if not on any more than "low" setting then at least at maximum resolution & Refresh rate... GTA IV & EFLC aren't really that hard to get working! Give it a try!

20 fps is not really that playable though as it's bordering on a slide show but if your happy to play like that then....

GTA IV is one of the most resource demanding games I've come across so you do well just to get it to run.

    Good luck anyway.

GTA IV and its expansions are poorly ported games by Rockstar. For its requirements the end result isn't that graphically impressive as compared to other similarly demanding games like Crysis and Far Cry 2 for example.

More importantly than the Graphics card, a tricore or quadcore processor is a must to get reasonable framerates... a relic of its console roots. Quite a fair bit of the game is rendered through the CPU.

Running it and playing it are two separate things.

Sure it will install and run, but personally I'd find an 'average' of 20 fps @ lowest possible settings unbearable.
