Windows 7 - local group policy editor

hope some chaps can help
Windows 7 pro 32 bit
i am trying to lock down standard user accounts
i go to gpedit.msc configure things like phohibit access to control panel
and a few more
then go software restriction policies enforcement
apply software restriction to following users
put tick in all users except local admin
but when i test this no users can see control panel
not even the system admin, i activated this by
net user administrator /active:yes

so my next move was to create a group. but i cannot find a way to assign
restrictions to this group

is what im trying to do even possible, thought it would be with pro
