442 errors in the past hr under the Event Viewer.

"The device, \Device\Harddisk3\DR3, has a bad block."

A lot of them are similar to this.
For that I would run a chkdsk /f in an elevated (run as admin) Command Prompt. Note the blank in front of the "f".
Thanks. I've got that set to run at next restart.

As for the displaying of recycle bin, that isn't a problem, it just takes about 4-5 minutes to launch. I'm using that as a reference to see if the problem is fixed.

One of my programs for work isn't launching and when I install a program, it won't even post to my start up menu, desktop, or quick launch ... even when I specify it to.

Thanks for the help! I'll continue to follow your suggestions.

I've disabled the avast, but I can't terminate the program from the background. It states that I do not have permission- even though I'm the administrator.
If you think it is worth persuing this, you could temporarily uninstall Avast. But use this uninstaller: avast! Uninstall Utility

I have 5 machines at the office that are using the same computer/ win 7, etc. This is the only one with this problem.

So I have my doubts that it is avast.

OK, fair enough. But that may be the only one with a disk problem. Did you run chkdsk /f

There is apparently a bigger problem on your disk. Do you remember what the result of the chkdsk was - especially this part:

Uncheck all startup items from Start --> Run --> type MSCONFIG --> Uncheck everything on startup except for stuff you need (perhaps antivirus).

    SOLVED.

Thank you everyone for your assistance.

After replacing the computer with an exact model and seeing the same symptom, I narrowed it down to the Seagate External Backup drive. It was causing the delay and other numerous problems.
