Uhhh... That's kinda large. You'll get a lot of opinions on this but I'd go with i7 and a decent ASUS board. RAM's cheap so fill 'er up. Video and drives, well, anything you plug in will zoom in Windows 7.
Oh and, stay away from liquid cooling.
Good luck. | My System Specs | | System Manufacturer/Model Number Custom Build/Mod OS Windows 7 Home Premium x64 7600 [MSDN] CPU Intel QX9650 Extreme 5.0 GHz Motherboard ASUS Rampage Extreme Rev2 Memory 8GB (4x2) Corsair Dominator DDR3 Graphics Card 2x Sapphire Radeon HD4870X2 (QuadFire) Sound Card SupremeFX X-Fi Monitor(s) Displays Dell 2408WFP 24" Panel Screen Resolution 1920x1200 Keyboard Logitech Mouse Logitech PSU Corsair HX1000 Case CoolerMaster - Cosmos S Cooling Custom Liquid - 320mm rad w/ 3x 80mm fans, CPU/NB/SB Blocks Hard Drives 4x WD Caviar Black 640GB (2TB+ Total)

If you want cheap go with 1 generation or two older machine - I am running Windows 7 easily on a Quad Core 6600 with 4 GB of RAM.
If you want to future proof, go with an i7 - they are more expensive overall (requires DDR3 RAM, motherboards are newer so more expensive, etc.) but you'll be better off spending the money now rather than trying to upgrade the 6600 based machine in the future.... | My System Specs | | Computer type PC/Desktop System Manufacturer/Model Number The Beast Model V OS Windows 7 Ultimate x64 SP1 CPU Core i7 965 EE @3.6 GHz Motherboard eVGA x58 Classified3 Memory 3 * 4GB Mushkin Enh Redline CL7 DDR3 1600 MHz (PC3-12800) Graphics Card eVGA 560 Ti 448 Core Classified + eVGA GTX260 SSC (PhysX) Sound Card Realtek HD Audio (on-board) Monitor(s) Displays 2 * Acer X213Wbd Screen Resolution 2 * 1680 x 1050 Keyboard Logitech G15 Keyboard Mouse Logitech Performance Mouse MX PSU ThermalTake BlackWidow TX TR2 850 W Case ThermalTake Level 10 GT (Black) Cooling Corsair H100 CPU | 2 * TT 140mm TriLED | 2 * Antec TriCool Hard Drives 1 * Intel Cheryville 520 180 GB SATA III SSD |

Precisely. ASUS have pretty reliable boards. I've been building rigs for a dozen years now so I've seen a few configurations over time. If you have a budget in mind, I can dump out a list of two of sample configurations. And yeah like McBlzr says, Frys and especially NewEgg.com are your friends. | My System Specs | | System Manufacturer/Model Number Custom Build/Mod OS Windows 7 Home Premium x64 7600 [MSDN] CPU Intel QX9650 Extreme 5.0 GHz Motherboard ASUS Rampage Extreme Rev2 Memory 8GB (4x2) Corsair Dominator DDR3 Graphics Card 2x Sapphire Radeon HD4870X2 (QuadFire) Sound Card SupremeFX X-Fi Monitor(s) Displays Dell 2408WFP 24" Panel Screen Resolution 1920x1200 Keyboard Logitech Mouse Logitech PSU Corsair HX1000 Case CoolerMaster - Cosmos S Cooling Custom Liquid - 320mm rad w/ 3x 80mm fans, CPU/NB/SB Blocks Hard Drives 4x WD Caviar Black 640GB (2TB+ Total)

Bump for Asus, they have quality and good support.
But if you're not building a gaming or power platform, I agree to go a few generations older. Anything like a dual core processor with 4 gigs of RAM and SATA drive would suffice. Check out my system specs (link on the lower left), this is a basic, cheap system (minus the vid card) that runs 7 perfectly. | My System Specs | | System Manufacturer/Model Number Custom (Sora) OS Win 7, Win 8, Ubuntu (64 bit) CPU AMD Phenom 2 3.2 GHz Quad Core (AM3) Motherboard Asus M4N82 Deluxe (nF 980 SLI) Memory 8 gb matched Corsair DDR2 Graphics Card GeForce GTX 580 Sound Card RealTek (onboard) Monitor(s) Displays 2x Dell LCDs Screen Resolution 1680 x 1050 Keyboard MS DMP 1031 Mouse Logitech MX Revolution PSU 950 Watt ThermalTake Toughpower Case Aluminum Cooling 3x 120mm fans, 2x 80 mm fans, 1x horizontal 80 mm fan pair Hard Drives 1x 1.8 tb SATA
