Sorry if wrong section, i've never been here before lol.
Would it be safe to delete one of the circled? I can't create a 10GB partition as I have too many.

So either one would be safe to remove? o.O

Depends what you mean by safe.

Those are oem partitions - you may need the oem tools and recovery , or not if you have an installation disc.

You can always make another logical drive from the 10gb unallocated if you wish.

You will need third party software like this freebie to do it:

Like if I was to remove one of them, nothing serious would happen. I really don't want retarded problems down the road.

I'd leave the OEM partitions alone.
I cannot understand the need for an extended partition on a little disk like this. I would have thought the 10GB unallocated and 50 GB Extended would have been better as a 4th primary (data) partition.
