New users based on local admin account?

Hello all.. this is my first post here and I have exhausted my efforts in researching how this can be done. It seems like such a simple task, and probably is just a registry key change, but I can't find any information on it.

After many trial + error runs I have successfully been able to create a Windows 7 image using Sysprep with all of the settings that we want for our company. I have the Local Administrator account configured a certain way, with folder options, theme settings, start menu options, etc. When I add a new user account to the machine and log in as the new user, all of these settings are erased. Is there a way that I can change a registry key or something so that all of the user accounts that I create are based off of the Local Administrator's settings?

Any help would be much appreciated. Thanks.
