Windows Snipping tool and Journal failing to open

Would any of the more techy savvy people out there be willing to look into this? I recently uninstalled office 2007 and then installed 2010 and noticed that the snipping tool and journal wouldn't work. After a lot of research I then tried the following:

Restoring an image of my system from the 30/06/10
Updated my antivirus software - snipping tool etc work fine - restore point taken
Updated firefox - snipping tool etc work fine - restore point taken
Updated Windows - snipping tool etc work fine - restore point taken
Updated Java - snipping tool etc work fine - restore point taken
Uninstalled Office 2007 rebooted and then installed Office 2010 - snipping tool etc failed.

I then went through the whole process again to be sure except before unstalling office 2007 I had a look in C/Windows/System32 folder. I noticed there is file called wisptis.exe which is 396kb. In the C/Windows/SysWOW64 folder there is also a file called wisptis.exe which is 287kb. These are used for tablet fuctions in Windows.

After I uninstalled office 2007 and then installed office 2010 I noticed that the wisptis.exe 396kb was there in CWindows/System32 folder but the file wisptis.exe 287kb was missing from C/Windows/SysWOW64 folder. I tried copying the file wisptis.exe from an old backup into the syswow64 folder but this doesn't work. There is clearly a bug with office 2010 somewhere as this doesn't happen with office 2007. I don't know if this bug is only limited to Windows x64 Ultimate systems

The reason for the steps taken above such as java installation etc was I was trying to narrow down what was causing this so I done the things i have done since the time had passed on taking this backup.

I have also ran scannow and nothing is coming up.

    Any help would be appreciated.

    I only find wisptis.exe in c:windows\system32
For permissions, do you have read and execute AND read for Allow?

    Try:
Control Panel >> Programs >> Turn Windows Features on or off
Check "Tablet PC Components" and OK to commit changes.
It may require to Restart Windows.

or if Tablet PC Components is already checked.
    Create shortcut with %windir%\system32\SnippingTool.exe

Thanks for the response. I tried what you suggested and unfortunately it didn't work. I also tried running snipping tool as administrator from the system32 folder and it didn't work. I am a bit stumped.

Out of interest, does anyone have Windows Ultimate x64 and office pro 2010 and can get the snipping tool an journal to work?

Thanks for the response. As you will see from my first post, I tried that and nothing came back from the scan.
