Windows time not running..unable to start

I am having some problems with my win 7 64 bit Presario. Some time ago I had to perform a repair recovery using my 64 bit repair dis. It worked but I seem to have many trivial problem since that time. The windows time does is telling me it not running and the scheduler is very dicey. Also I am having great problems trying to install Office 2010 on Office 2007 after detailed full removal using ripitout - after the control panel - windows 'fixit' (don't work for my machine) and a reg removal tool from M'soft.. by hand following M'soft instruction help etc. Problem is recorded as 1935 error leading to 08002802f. Can anyone say if the time problem ans scheduler problem could lead to this inability to install Office 2010. Is it possible that scheduler may have tasks of Office 2007 that stop the installation of office 2010 Task scheduler is not running error 0x80131700
