Need Help with dragging files to folder

hi everyone

I was wondering if anyone could help me figure out how to drag a photo in to another file folder.
I have photos and when I try to drag into folder ,it will not stay. I used to be able to do this with windows vista, could drag folders in to folders or pictures in to folders, what am I doing wrong. its very frustrating that it shoudl be so easy and its not working for me.
please help.

are the photos in your picture folder? and where did you want to drag it?
