Is your computer set to synchronize the time settings with a time server.

How to: "Synchronize with internet time server":

Click your clock and choose "change date and time", click on the "Internet time" tab,
click change settings, check the box that says "Synchronize with an internet time server" (I choose "time.windows.com"), click update now, click "ok". You should now be good to go and your time should stay synchronized.

Does it lose time when connected to power or only when on battery? Perhaps time to take it in for servicing as it sounds to me like a bad CMOS battery. Hope and pray it is just that and not a bad motherboard.

You also might want to check for BIOS updates for your motherboard. It may be a known problem, who knows. Dell's website usually lists what available for download for your model if you key in the Service Tag number.

Change the motherboard battery. These are inserted when the motherboard is manufactured and initially tested. So, even though you say that your laptop is only a year old, the battery could already have been in the board for upto 18 months longer.

I've had a look at the manual for your laptop, and it appears that you need to strip it down in order to gain access to the battery (not very user-friendly, Dell), and as such I would recommend that you get someone with a bit of knowledge to change it for you. If you are careful, you can change it yourself by following the instructions.
